Whats the best way to remove it without an impact gun? Can't get the enigine to stop turning over.

Put a rag into the cog teeth, as you start to turn the socket wrench, everything will lock up & you can remove the retaining bolt.

Do the same thing for tightening up the bolt

Two ways to lock the crankshaft that I've heard of but never done myself:  Place a lead wheel balancing weight or a piece of waste rag between the gears that operate the balance shaft.

I've only used impact wrenches for that so I can't comment on the other method.....  Except to offer a suggestion to check the gears for bits of rag or lead after it's broken free and/or tightened.

Rag worked for me too. I don't have much lead sitting around... too tasty :)
