Got the Vision to finally start, but trying to idle is tough, when choke is slightly moved the RPM'S jump up sharply. And when thottled up it  takes a while for rpms to come down. Any help , thanks

Have you cleaned the carburators? An extensive dipping may be in order. Also check for vacuum leaks, particularly check the YICS and Carb Boots, then double check all the vacuum lines.

Assuming that your carbs are clean, carb synch is critical.? If you haven't done it yet don't waste any more time until you do.? It's the critical place to start.

QBS is right, it's also very likely that the YICS (chrome triangle thingy on the right side of the carb) is leaking, especially if the hoses have collapsed.
test it according to the instructions on my site, but in the mean time you can cap it off at the ports on the heads & see if that helps.
