Newbie smells......end of the road?

Quick question. While the bike is not running, should i be able to kick through the gears? Whats happening is I can shift the lever down, but when I kick up, it stays in neutral. Is this normal? If not, is this a gear failure, or perhaps just some adjusting with the lever? Parts bike? Thanks for everyones help this weekend.

Yes, the transmission will shift when the engine is not running but usually you can shift maybe only one, possibly 2 times. If you roll the bike back and forth a couple of times, you can select the next gear.
