My dad sent me a tank to POR15 on his Blue Meanie version of AkVision... I ran through the 20 minute slosh of marine clean and low and behold....

That's not rust in the tank, that's red goo.

So hell.. what the hell is it? it pretty much peels off with my fingernail.

I think it's Red-Kote....

See this page:

Could be a failed install.....

Acetone and nuts/BB's.   Let it cook for a day.  You will have to make a plate/rubber plug for the petcock opening.  A piece of mahogany trim with predrilled holes and rubber gasket.  flat washers to keep wood from splitting.

Just some ideas.

A coat hanger with a small bend in the end will help to find remnants.
Go through both the filler and petcock openings with different bends and scrape
the inside of the tank. You will hear if it's metal or coating, and the hanger will break
loose most of the pieces.
Flushing with a hose through the filler and grabbing pieces with needle nose pliers as they
appear at the petcock helps too.
Shop vac with a tapered nozzle in the filler hole gets a lot of pieces at the low area.
(shop vac also helps with drying the tank by sucking through the filler)
Also, a remote pickup tool with fingers can grab larger pieces at filler hole.

I had to use all these methods on mine, along with the stripper from POR-15.

yeah, it's a bummer. I was thinking that it would be a 3 day job like the last V tank I did.

This stuff feels like latex paint and I'm sure will fight every step of the way. I'm scared to screw up the exterior paint more than anything. I know there's chemicals that will kill it, but am I really that careful?
 Huh

time will tell!

When I POR 15ed my '83 tank I used a combination of large nuts and bolts and a length of window sash chain attached to a coat hanger.  My tank was in excellent condition with no rust issues and had never been treated with any coating product.

Window sash chain links are very angular and sharp edged.  I highly recommend using this concept.  Don't know where you will find the chain, maybe Lowes or Home Depot.  I found my chain hiding in the garage of my 60 year old house.  Don't know how it got there.  This type chain was very commonly used in conjunction with lead weights in old tech windows to hold the windows open.

I'm in the process of doing the same with my tank. I rattled around an old timing chain and some random nuts and bolts. My tank has a nice paint job and ruining it is My biggest worry. I will be soaking the tank for 10-15 min with 18% dil hydrochloric acid (muriatic acid) to reduce the rust hopefully without wrecking the tank
I hope that this will make the job of the paint stripper easier
