I'm not sure, I think you will need the carb top to make it work. Is it included?

define "without a flapper"

there are air box tops with a flapper and air box tops with vaccum actuated flappers...

.. no flapper is not good

You should probably go for that, surely somebody has a carb top.

I had to take mine off because it wasn't getting any airflow.  I have no clue how those work but I am using a normal one without the vacuum actuator.  Are they suppose to give more power or something?  To me they seemed bad.

"I had to take mine off because it wasn't getting any airflow."

This is more likely a mis-identification of your situation, the carbs are fine as set up if the accepted parameters are used, it is the nature of the airflow that is the issue. Many visionaries have discovered that the flapper improves performance particularly with the dreaded stumble. It is a rare occurrence that gets around this without the vacuum flapper, but it can be done to varying degrees.

Being one who has tried most things from stock through to no airbox, on a standard motor and exhaust setup, your "not getting any airflow" is likely another issue.

The only thing so far that I have found makes a positive difference to performance is a freer flowing standard air filter and longer inlet tracts, retaining vac flapper as I mentioned in my "airbox mod" post, it works really well.

In my testing I also backwards tested removing the vacuum line (keeping flapper), no flapper, to no airbox cover, each time it got progressively worse as the air flow possibilities increased. With the top removed and retaining the filter ie max airflow the bike was completely un-ridable.

Standard set up - get the vac flap and make it work.

If you can't get the proper carb parts and the "updated" airbox top with the vacuum actuator, then there is a "Ten cent fix" (actually answers part of your quaestion - "how much is it worth".  The 0.10 fix involves gluing two US Nickles onto the end of the flapper to give it a little extra weight.
*someone please correct me if I'm wrong.

if you can't find an updated carb top that is needed for the vaccflapp airbox.... look for a nonvac top with a swinging flap and use the 2 nickles

.... the flapper is  needed  to contol the air/fuel

The  Vision will NOT run properly with out a functioning  air box with flapper (which must be adjusted to optimum )Even the new HD XR1200 has one and its injected.
