Fender mudguard differences

The Prophet of Doom

Perusing the fiches, I found that there are several different types of mudguard.

A. 11U / 11V and 11J  and 16R New Zealand 1982 Models
No rivets for internal bracing.

B.  11K / 28W 1983 Models
Internal bracing

C.  16R Not New Zealand
Bracing, plus part 2 which is listed as 16R-21510-00 STAY, Plate Fitting 1

2 Questions:
1. Has anyone seen this STAY, or know what it's for?
2. Does this match your experiences?  My experience is the NZ models have the type B mudguard, not type A

My US '83 has the type B as it shows. I also have one from a US '82 and I am pretty sure it is type B as well. I will check when I get a chance. Not sure about the stay, maybe some advanced thinking engineer saw the need to mount a lazer cannon to combat texting US 'drivers'.

The 11J parts fiche mudguard depiction does not match my '82 US models in that mine have the inner brace riveted on.

As far as the stay shown on the one 16R model is concerned, that's a new one on me. Front license plate mounts are arranged to display longitudinally so that's not it. Some other kind of placard for government use?
