I have a rusted gas tank and I would like to know if there is an apoxy coating to recondition the inside of it.

there is a very high quality product called POR-15 that comes in a kit to remove rust from the tank, seal and coat the tank.  I have talked to the people at POR-15 because the best thing to clean out these finiky carbs is Berrymans fuel injector cleaner (liquid, not the spray)  and we have found that the other tank coating "Kreem" will bw destroyed by Berrymans, but not the POR-15.  They sent someone out to get a can, test it and emailed me several days later with test results.  turns out that Berrymans is basicly very strong paint stripper.  it had no effect on the POR-15, but ate away the Kreem. (so don't use Kreem)

the only way i know of to get POR-15 is thru their website. there is a link on my site at http://www.geocities.com/lucky_142
follow the "fuel tank repair" link.
