Does any one know if a 83 wiring loom will fit a 82?

Yes, but with a modification.?

The modification I can think of off-hand is the one for the updated speedo unit.? The 83 has a 4 prog plug and the 82 has a 3 prong plug.? The 83 will have an extra wire in there (green wire running down the harness) for the fuel sending unit in the 83 gastank, but you can leave that unplugged if need be.

I've done that mod, you have to unclip the wires from the 82 harness connector & reuse that connector on the 83 harness, leaving the green fuel guage wire hanging. (the other end of the green wire will be over by the tail of the gas tank)
