Swing Arm Help

I'm trying to remove the swing arm (previous owner has been there with a welder), have everything undone or removed except for the main pivot bolt, it just spins! Now I know why he said something about the nut being loose.
Has anyone else been here and what are the recommendations, thinking I might have to get in there somehow and cut the bolt into pieces.
Hoping to ride it this season yet.
