Can a cracked windscreen be glued?  what kind of glue?  What kind of plastic are they made of?

you can shore it up, but once cracking starts,,,,,,,

  use smallest drill bit you can find, drill carefully at end of each crack, then using gel type superglue, fill in the cracks and let it set up,    if you are very gentle, you can get another season out of it , but replacement is the true solution.
keep your bike running,your beer cold ,and your passport handy.all are like money in the bank .

The thing that worry's me the most about a cracked windscreen is being in a wreck and getting stabbed in the neck or something.

I've never even considered that as an option Dave....adds another element of danger to this motorcycling thing.  I'll be on the lookout for a kevlar neck protector just in case though.
