flat & flush with a knife or file.  With the 9/64 bit, carefully drill into the broken end of the fitting to open the hole for the tube. Be sure not to drill into the fitting that goes into the carb body. The I.D. of the plastic will now be slightly smaller than the O.D. of the brass tube. 

Insert the 3/32 drill bit all the way thru the fitting so it sticks out the broken end 3/4".  Heat the end of the brass tube for several seconds, get it nice & hot, then quickly slide it over the drill bit. The hot brass will melt the plastic fitting as the tube is pushed on, the 3/32 bit will guide the tube & keep it straight..  Work quickly, twisting the tube back & fourth as you go.  your first try probably will only go in 1/8th of an inch, so just wiggle the tube out and do it again. you may want to clean the hole out a bit with the 9/32 bit first. on your second try, you should be able to push the tube all the way in until it stops against the 'mounting' fitting.

Give the tube a minuet to cool, and the plastic to harden up.  at this point I usually add a drop of super glue just for insurance.  Pull the 3/32 bit out and put it in a drill, insert the bit into the 90 degree pastic fitting and drill thru the brass tube, being carefull not to go thru the oter side.

blow everything out and set the fixed drain into the carb body, set the drive end of a 1/4" sockett over the long brass fitting, and tap it back into place lightly with a hammer.  the 1/4 sockett should sit on the plastic and not the brass tube, so that when you tap it in, the tube is not dammaged.

you'll note that the tube is a little longer than stock, I did this because the end isn't flaired, and the drain hose will slip off it's too short.  use a small tubing cutter or dremil tool to remove the excess tube.

The front bowl drain on the Vision's carbs frequently breaks off, particuarly on the '83 carbs, since it faces down.  Repairing it is actually pretty easy.

All you need is a piece of 1/8 brass tubing, a 3/32 drill bit, a 9/64 drill bit, a set of pliers a small deep socket (1/4" drive), and a good heat source.  I used my gas stove, but any good flame will work, such as a propane torch, or small hobby torch. a lighter or electric stove probably won't do it.

the hardest part will be removing the broken fitting. you must grab the fitting with pliers or small Vice grips and twist & pull to get the fitting out of the carb bowl. the trick is to get the fitting out WITH the brass end that goes in the carb, and not break it off from the plastic.  If you should break it off, you'll need to find a junk Vision carb to pull one from. (I have a small amount of spares, so if your in this boat, i'll sell you one for $20)

Once you have the fitting out, simply clean the broken end
