What is this part, handlebar location?

I am in the process of wanting to powder coat or paint the two handlebar brackets on my 82 Vision.

I removed one bar just to see how it all came apart.  Unfortunately I have one issue.

There is a plastic grommet that holds some of the wires that go up to instruments on the bar (turnsignal control, etc.) that is located in the hole/slot in the middle of the bar bracket.  How in the heck is this thing removed?  I also noticed while doing a quick part fiche check online that the part isn't even included on the diagrams.

Any help would be greatly appreciated as I don't want to wreck/ruin this piece, especially if they cannot be found.  Thanks.

It comes apart by pulling the round piece from the cable holder.     BDC

O.K. I was going to ask how because you can't just pull on that round piece without tearing things up.  With flashlight and one of those Harbor Freight pick sets I was able to push on one side of the two sided prong and pull up.  There has got to be an easier way or maybe some special tool to do this job?

Regardless, plastic piece out, thanks for the photo of what it looks like apart.

Any idea on what this thing is called or a part number since I couldn't find anything?  Thanks.

Slip a strong string (or wire) around the round cap and tighten the loop until the locks disengage and then remove the cap.    BDC
