I've seen similar over 10 years ago where they put a laser on a liquid which then solidifies. The tray drops down a fraction and repeats until a whole object is formed.
We had some prototype plastic valves made without the expense of having to make moulds.
Also the formula 1 teams are using similar but with a metal powder which melts into metal with a laser, these parts are strong enough to be used on the racing cars.
