Engine studs

I was rebuilding my engine and noted what appeared to be some black material in the recess at the base of a couple of the cylinder studs. Can anyone tell me if there should be a seal or oring or something there?...it may just be thread tape used in previous build.

I've got one I tore down and it appears to be some sort of goop put on the threads perhaps to prevent seizing. Dug some out and it smears like grease. No O rings.   BDC

Are those holes blind or open to the crankcase at the bottom? If the latter, the goop may be a sealer compound.

So its sealant then, thats a relief, thought I may have left a bit out!
