Earth and Stator

I have an old stator which has continuity between each of the 3 white wires (that's good),  unfortunately it also has continuity

between the white wires & the engine (that's bad).    Is the cause of this wire/engine continuity a breakdown in insulation which

can be cured by applying new insulation to the copper coils ?

Unfortunately no, only way to repair a short of wire insulation is to rewind your stator.   BDC
