How to set carb Idle Speed?

I have ridden my 82 Vision in months.  So I fired it up and even with the choke off, the engine idles at 3500 rpms even when fully warmed up.  I waited 10 min. but it did not go down to a normal 1300 rpms.

I have the Service Manual but could not find the idle screw.  Can anyone give me advice on this one ?  Thanks.

The idle set screw is on the Right side under and between the carbs.  Look behind the YICS Box, near where the throttle cable end is located.  You'll find it.

unless someone played with it the idle screw probably won't do it.
suspect leaking YICS, hoses or dirty carbs.
