car crash and out of action :(

Nope, the academy (both of 'em) trained that you attend to the injured first. Even in a store robbery, as the 1st on the scene, if you see the suspect run out of the store, don't give chase. Radio the suspect description and direction of travel to responding units and check the welfare of the victims. Once you know that 1st aid is not necessary, then go get the bad guy. The role of a police officer is to protect life and property.... "Life" is listed first.

If you wish to file a complaint, wait until after you go to court on the ticket. Wait until the legal issues against you are resolved before starting legal issues from you. Saying in court that you filed a complaint is not going to help you. Oh, and I don't think it was an entrapment question. Maybe a trick question, like "and why weren't you wearing your seatbelt?" before the officer actually knew if you were or not. Entrapment is creating a situation that forces someone to do something that they normally would(n't) do. For example, if you went through a check point 2 miles before and the officer told you not to wear your seatbelt for the next 5 miles and then 1.5 miles later another officer is waiting to write seatbelt violations, that would be entrapment.

get pics of the new new pavement and try to contact people who were in accidents at the same spot before your accident. Someone must have pics of the road surface before it was newly paved.

The fact that they paved it that night right after the crash is kind of a red flag that there was a problem with the road.
