We used to use those hand pumps to test plumbing on pressure vessels at a place where I used to work. We used to test at 150 psi W.P. which is more than high enough to form exhaust tubing or sheet metal. This is not comparable to air pressure because water does not compress. These pumps are available. I think McMaster-Carr has them.  They also have pneumatic pumps that can make a 5/8" wall by 14' diameter by 60" long pressure vessel expand to look like a caterpillar, small at the bulkheads, if you walk away and leave it running.  No, it wasn't me.
